SPECIFICATIONS AND PROCEDURE DEVELOPMENT

Without the aid of written specifications, contractors have not been able to or in some cases not willing to turnover documentation to meet owner’s requirements. Kevcomp has been instrumental in the development of specifications related to documentation requirements and turnover.

Listed below is an example of the specifications Kevcomp has developed.

This procedure outlines all the requirements related to capital and expense project final turnover requirements. All related procedures and specifications are listed within this specification.

Defining which department owns a document and assisting the document owner to specify how the document is to be updated, stored and retrieved has been one of the important triumphs of Kevcomp. Development of a quick reference document matrix to aid refinery personnel, contractors and the Design and Documentation Department has been one of the primary aids in developing a procedure in which all the participants know which drawings are required to be modified prior to the funding of a project.

The procedure describes title block format requirements and drawing number formats.

How line numbering is performed for various situations is outlined in this specification.

How a document is indexed or entered into a data management system is critical to obtaining quick and cost efficient retrievals in the future. Utilizing contractor databases which may already contain a portion of the index data and uploading the data into the refinery data management system is one method Kevcomp has developed to save costly manual data entry.

Layout requirements and presentation have been developed in this specification

Kevcomp Personnel aided the document owners in the development of the specification. We also created a standard template for the material energy balance.

Identifying specific layering, fonts, symbol names, etc., has minimized viewing and printing problems. By having contractors follow the requirements we are able to perform certain types of updates by utilizing routines, which is a huge cost saving to the owner.

Kevcomp developed the required specifications and customized in-house P&ID applications.

CAPITAL AND EXPENSE PROJECT REVIEW

  • Our QA (Quality Assurance) Designers review the contractors’ project documentation to eliminate or reduce rework before going into the clients Document Management System (OMS). In addition to the drawing being checked, the designer also reviews the contractors’ index information for accuracy before being uploaded in the owner’s data management system.
  • QA Designers visit the contractors early in the projects to review and correct documentation before extensive errors have been generated. This has been a huge cost saving to the project.
  • QA Designers are placed on the contractors’ document distribution matrix and reviews all issued for approval, design and construction documents to ensure they meet all specification requirements before being checked into the clients OMS.
  • Closure of the project cannot take place until the QA designer acknowledges the project’s documentation has been completed.
  • Kevcomp has reviewed project documentation for several major projects, such as Polypropylene and Clean Fuels projects.

INSPECTION ISOMETRIC MAINTENANCE

  • All projects are required to create and update existing inspection isometrics if the project is modifying a line or equipment that requires inspection. Kevcomp’s quality assurance designers make sure this is completed correctly.
  • Kevcomp designers update inspection isometrics for the following reasons:
      1. Piping modifications originating from engineering procedures may require inspection isometric update
      2. The inspection department may request as-building of the inspection isometric before inspection of the line.
  • P&ID’s are also updated to show inspection isometric identification numbers that are associated to a line.

FIELD VALIDATIONS FOR ALL DISCIPLINES

  • Kevcomp has experienced designers within all disciplines to bring all documentation to an as-built state.
  • Kevcomp has performed walk downs and cad updates to bring PSM documentation such as P&ID’s, loop diagrams, single line diagrams, etc. into compliance with regulations.
  • Kevcomp designers’ average 20 plus years of experience.

ADMINISTRATIVE FUNCTIONS

  • Kevcomp has clerical staff to meet every need from basic clerk to administrative assistants. All clerks are trained and know the following applications:
    1. MS word, MS excel, MS access
    2. SAP, Maximo
  • Kevcomp clerks are trained to perform many different tasks for the refinery.
    1. Checking out and in drawings though the drawing management system.
    2. Managing specification storage and electronic distribution of all modified specifications through distribution lists.
    3. Our clerks have a thorough understanding of all plant specifications and procedures related to their function.
